Local President’s Quarterly Report
Brothers and Sisters,
It has been several months since our last post in our Website due to technical difficulties. I am happy to say that this technical issues have been resolved and that we will now be able to again use our website and not just our emails, bulletin boards and social media to keep you updated.
Local 303 has come a long way in the last three years in the way of representation of our Mail Handlers in the grievance/arbitration procedure. We have reduce the number of grievances that were backlogged in the arbitration dockets from 200 in 2014 to the currently under 40 grievances in our entire Local Union.
We have been successful in the conversion of over 500 MHA’s to regular Mail Handler status since 2015. This is more MHA conversions than any Local in the country. In that same time span we have also converted all our Part Time Regular (PTR) Mail Handlers to full time status through Local negotiations.
In 2015 Local 303 was also successful in stopping Management from closing or consolidating certain facilities in Local 303 which is why I know that we will again be successful in protecting the rights of our Mail Handlers during Management’s latest attack on our jobs.
Since 2015 Local 303 has increased our Union membership by over 300 new Union members. This stopped the decline in membership from the previous three years. This allows for our Union to become a stronger force to fight for all Mail Handlers rights.
Diligent promotion of the Mail Handler Benefit Plan (MHBP) resulted in Local 303 winning first place in the entire Western Region of the United States in the sales of the MHBP which resulted in approximately $50,000.00 in revenue for our Local Union in 2016. This has not been accomplished in eight years in Local 303.
Since 2015 Local 303 has drastically reduce the unnecessary travel of the Executive Board and our Branch Presidents which allowed for a reinstitution of the Local 303 Scholarship Fund to provide financial assistance to Local 303 Union members children to pursue higher education.
The saving from limiting the Executive Board and our Branch Presidents form unnecessary travel since 2015 also allowed Local 303 to provide Union sponsored events to our Union members and their families of Santa Barbara, Santa Clarita and Bakersfield Branches every year just like we provide these events to all our other Branches of our Local Union. Union events have never before been provided for our three Northern most Branches (Santa Barbara, Santa Clarita and Bakersfield).
The funds that we have been able to save have also allowed for our Local Union to provide OWCP/Disability and Retirement seminars for our Union members so that they are well informed when making decisions that will affect their futures.
Local 303 was successful in the negotiation of retreat rights for the Pasadena Mail Handlers who had been displaced due to excessing that happened during 2011. With that came compensation to all Mail Handlers who returned to Pasadena due to grievances that were filed by Local 303. The compensation of Mail Handlers from Pasadena has now surpassed $100,000.00.
Since 2015 Local 303 has been successful in the negotiation of over $1,800,000.00 in settlements on behalf of our Mail Handlers throughout the entire Local and these numbers keep on climbing.

OUR ONLY BUSINESS IS TO SERVE THE MEMBERSHIP AND SINCE 2015 BUSINESS HAS BEEN GOOD.
